Who we are

 


The District Election Office Co-ordinates with the conduct of elections to the Parliament, Assembly and panchayats.  This Department works under the administrative control of Election Commission of India/State. It deals with preparing error-free photo-electoral roll, Electoral Photo Identity Cards (EPIC) of Electors. This office also co-ordinates the statutory works as codified in Election Laws during Election. This office monitors Special Summary Revision of Electoral rolls, which is undertaken every year in order to update the voter database. During Special Summary Revision, individuals who complete 18 years as on qualifying date are enrolled, voters who are dead or shifted are deleted and voters having wrong data are also corrected.
The main mission of the department is to ensure free and fair conduct of general election in which every eligible voter will get a chance to exercise the franchisee without any fear in mind and have an error free EPIC and Entry in the Photo Electoral roll.  This office serves as the nodal office of the disrict.  The DC is the Head of the Office and is assisted by Deputy Collector (Elections) and other ministerial staffs.

Background

 


Through election, the electors exercise the right to franchise which is the heart of democracy. Similarly, right to vote is a democratic right of every citizen. The active functioning of democracy lies on conducting free and fair election to decide about the winners and losers.

As per our constitution, conducting election in every five years for Lok Shaba, State Assemblies and panchayats are part of our democratic system. We elect Member of Parliament (MPs), who intern is responsible for law and policy making at India level. At the State, the Members of Legislative Assembly (MLAs) are elected by the electorate. They will intern form the State Government. The MLAs are the policy and law makers at the State level. Similarly, at the district level, we have three tiers of panchayat system. Through election, we select our ward, panchayat, block Samitte and District panchayat. They are responsible for local governance through the elected representative at three levels of panchayats.

The Department of Election was created to conduct elections as per the law of the country as per the electoral law and regulations. This department decide all matters related to conduct of elections. Therefore, this department plays a key role in ensuring the conduct of election at the district level through the administrative control of State and National election Commmission.

What we do

 


We undertake the following responsibilities related to the conduct of elections in the district.

Pre-poll responsibility - About polling location -

  • To coordinate and supervise all the works in connection with the preparation and revision of electoral rolls as per the Representation of People’s Act 1950.
  • District Election Officer shall coordinate and supervise all election works in the district or in the area within his jurisdiction in connection with conduct of all elections to Parliament and the Legislative of the State.
  • Responsible to ensure healthy and correct Photo Electoral Roll of his district.
  • Advance planning of detailed arrangements to set up polling stations, deploying polling personnel and imparting training to polling personnel and various groups. Sending polling material to polling booths.
  • Building voter awareness, ensure the use of Electronic Voting Machines (EVMs) and enforcement of Model code of conduct when election is notified.
  • Transportation of polling parties, micro observers, police forces and other Officials and  ensuring security measures for EVMs
  • Meeting with political parties for smooth conduct of election and to take effective law and order measures to prevent booth capturing etc.
  • Setting up of control room and complaint monitoring system
  • Responsible for dealing with electoral offences / corrupt practices – Prevention and taking strong action against defaulters.
  • Check on advertisements of political nature on TV channels, Cable network and Radio.
  • Giving required facilities to Observers. Conduct Videography of election, poll campaign and to monitor the adherence of code of conduct and standard electoral practices. Providing unedited video cassette/CD to be given to Observer on very same evening along with certificate to monitor the election campaign.
  • Photography inside identified/critical Poling Stations. Adoption of responsive grievance Redressal mechanism for taking action against complaints of violation of law and code of conduct. The Grievance Cell of the DC functions to ensure the reach to all.
  • Control and supervision of Election and related work in the district. To verify whether route plotted on map is feasible. Ascertaining the approach and accessibility, infrastructure at polling stations – water, shade, ramps, toilet, telephone etc., and physical status of the building.
  • Keep an eye and report on movement of unauthorised campaign vehicles, defacement of property, unauthorised campaigning, misuse of public buildings/Govt. Vehicles/Govt servants and all possible violation.
  • The Police personnel from local Police Station will also help in control of Model Code of Conduct Violations.
  • EVM demonstration to the voters in catchments. Give specific information about EPIC coverage programme.
  • Inform voters about help lines and locations of their Polling Stations. To inform voters to check their names and entries in Electoral Roll.
  • Conduct vulnerability mapping and identification of villages, hamlets, segments of voters, families and individuals vulnerable for threat and intimidation. Identification of persons who make it vulnerable/Trouble mongers . Plan with a sketch map for Poling Stations (PS), list of telephone Number of PSs and election related officers, police stations, list of responsible persons, list of Anti Social elements etc.
  • Ensure that the polling teams and all material have reached polling stations. Ensure that force has arrived at PSs according to the plan. Clarify any last minute doubt on EVM operation or the polling process, amongst the polling personnel.

Poll day responsibility:

    • To ascertain the mock poll status before commencement of poll – Remedial action to sort out problem, if any in the conduct of elections.
    • To ensure that every booth has arrangements for potable water as well as sun-shade for voters.
    • To ensure that the disabled/blind/infirm voters are not made to stand in the queue.
    • Frequent visit and attention on the Polling Stations (PS) where the mock poll had to be conducted in the absence of agents.
    • Report commencement of polls. Track and report the presence /absence of polling agents;
    • Check the identity of the polling agents and anyone without an Electoral Photo Identity Card ( EPIC) should not be allowed to be inside the booths.
    • To assist polling team inside polling station with procedures and to maintain the purity of poll process and check all aspects of polling during their visits to Polling Stations.
    • Check voting pattern – any segment/section conspicuous by its absence and to pay special attention to those booths where polling agents were absent during the Mock Poll.
    • Report voting percentage from time to. Handling of poll day complaints. Check the sealing of EVMs and preparation of papers by polling parties.
    • EVMs are properly sealed after the election was over.
    • Arrangement for counting election and declaring results and notifying the elected representatives.
    • The election commission is also dealing with any disputes arising from the contestants and to decide about it.

    Who is the District Election Officer?

     


    The Deputy Commissioner is the District Election Officer (DEO) of Latehar. The DEO is assisted by Additional Election Officer at the district level. At present, Mr.Pawan Kumar is the Additional Election Officer.
